· I am planning to build on my property. I have filed paperwork with the Lassen County Planning Department. How do I file permission with the Stones Bengard CSD to connect to the sewer? Contact the Stones Bengard CSD for the Permit to Install Private Sewer Facilities form. There is an administrative cost of $100. The permit needs to be processed with the district, which acknowledges permission to hook up to our sewer system.
